Kabupaten Kubu Raya terletak di hilir Sungai Kapuas yang memiliki banyak sungai digunakan sebagai sarana transportasi utama. Transportasi seperti pelabuhan dan penyeberangan bila dimanfaatkan secara optimal dapat berperan penting dalam meningkatkan pembangunan daerah. Dalam pengembangannya Rasau Jaya masih belum optimal, minimnya prasarana, keahlian awak kapal, keselamatan, pencemaran lingkungan. Artikel ini bertujuan untuk menganalisis kelembagaan dilihat dari skema pengklasifikasian barang unsur-unsur kelembagaan. Pendekatan adalah pendekatan kualitatif. Pelabuhan merupakan dikembangkan melayani penyeberangan. lima titik dermaga masing-masing berdasarkan jenis termasuk ke Club/Toll Goods.
